Under the TOP principle, the priority of measures is exactly in this order: technical, organizational, and personal. While this approach is correct in most situations, its order reaches its limits when it comes to tripping, slipping, and falling accidents (SRS), since in SRS accidents, the personal approach is not the least important aspect in the sequence.
